Recently, the European Commission issued a notification regarding Anti-dumping Complaint on Imports of Certain Alkyl Phosphate Esters Originating in the People's Republic of China. The Commission announced the initiation of anti-dumping investigation against several imported alkyl phosphates products from China.

 

In June 2023, three companies, ICL Europe, LANXESS Deutschland GmbH, and PCC Rokita S.A, lodged a complaint with the European Commission, alleging that certain alkyl phosphates products imported from China were being dumped.

 

This Complaint targets imports of certain alkyl phosphate esters based exclusively on side chains with a length of two or three carbon atoms (also includes chlorinated alkyl chains) and with a phosphorus content of at least 9% (per weight) and a viscosity between 1 and 100 mPa.s (at 20-25°C) falling under Chemical Abstracts Service ('CAS') numbers 13674-84-5, 1244733-77-4 and 78-40-0 and originating in the People's Republic of China. Specifically, this complaint addresses two types of certain alkyl phosphate esters, namely tris(2-chloro-1-methylethyl) phosphate ('TCPP') and triethyl phosphate ('TEP').

 

The European Commission has found sufficient evidence of anti-dumping practices and has decided to initiate an investigation procedure to ensure that the distortion of international competition caused by dumping or subsidized import products does not lead to drastic fluctuations in trade.

 

About TCPP

 

TCPP, or Tris(2-chloro-1-methylethyl) phosphate, is a flame retardant. Due to the presence of phosphorus and chlorine elements in its molecular structure, TCPP exhibits high flame retardant efficiency. TCPP is mainly used as a flame retardant in polyurethane foam plastics. It is commonly found in rigid polyurethane foams, including both polyurethane (PUR) and polyisocyanurate (PIR), and can also be used in flexible polyurethane foam.
