Encouraged, Restricted Or Eliminated? All for Industrial Restructuring and Upgrading!

PUdaily, Shanghai-- On April 8, the National Development and Reform Commission (NDRC) issued the National Industrial Restructuring Guidance Catalogue (2019 Edition, Draft for Comments) (hereinafter referred to as 2019 Draft Catalogue). The 2019 Draft Catalogue covers three categories, including encouraged, restricted and phase-out categories.

Industries not covered by the 2019 Draft Catalogue and meet the requirements of relevant laws, regulations and policies are permitted. The encouraged category mainly includes technologies, equipment, products and industries that play an important role in promoting economic and social development, and that are conducive to meeting the people's needs for better life and promoting high-quality development. The restricted category mainly includes production capacities, processes, equipment and products that are technologically backward, do not meet the requirements of industry access, are prohibited from being newly built or expanded and need to be transformed. The phase-out category mainly includes backward processes, technologies, equipment and products that do not meet the requirements of relevant laws and regulations, do not satisfy safety requirements in production, seriously waste resources and pollute the environment, and thus need to be eliminated.

In order to promote the high-quality development of the industries, some items of the National Industrial Restructuring Guidance Catalogue (2011 edition) are amended, which are reflected in the 2019 Draft Catalogue. The highlights of amendments to major industry categories are as follows:

1. A 41st industry category of human resources service is added to the encouraged category;

2. A 42nd industry category of artificial intelligence is also added to the encouraged category;

3. The original industry category of fire fighting is eliminated from the restricted category;

4. A 17th industry category of mining is added to the phase-out category.

Although the 2019 Draft Catalogue is still in the stage of public consultation, the amendments made by NDRC in it show the industries favoured by the government. The amendments to sub-categories in the industry categories are as follows (note: This is not an exhaustive list):

1. Smart technologies are encouraged

(1).“Intelligent manufacturing technology and equipment for high-performance radial tires” is added to the 17th subcategory under the 11th industry category in the encouraged category; (2). “Intelligent production lines for on-line detection and control of ultra-fine mineral material processing” is added to the 9th subcategory under the 12th industry category in the encouraged category; (3). “Artificial intelligence assisted medical device” is added to the 5th subcategory under the 12th industry category in the encouraged category; (4). “Intelligent machine tools and supporting numerical control systems” is added to the 1st subcategory under the 14th industry category in the encouraged category; (5). “Automobile product development, experiment, testing equipment and facilities construction” in the 9th and 10th subcategories under the 16th industry category in the encouraged category is changed to “intelligent automobile, new energy vehicles and key components of automobiles R&D capacity building” and “ the category display of key components technology of intelligent automobiles”. In the vessel and light industry categories, intelligent products and related parts as well as their production processes are also frequently seen in the encouraged category.


2. Greater importance is attached to environmental-friendly New Energy Sources such as Offshore Wind Power

In addition to the original clean energy sources such as solar energy, biomass energy, ocean energy and geothermal energy, offshore wind power is also added to the 5th industry category in the encouraged category. Two new items are added, including“ technology development and equipment manufacturing for offshore wind turbine generator of 5MW and above, and “ construction and manufacturing for offshore wind farms”.

3. Industry breakdown is more detailed

The original item “development and production of thermoplastic polyurethanes” in the 13th subcategory under the 11th industry category in the encouraged category is changed to “development and production of silicone modified thermoplastic polyurethanes”.

4. The encouraged category becomes stricter

In the 4th subcategory under the 11th industry category of petrochemicals in the encouraged category, the original item “200k t/a or above synthesis gas to ethylene glycol project” is deleted and; in the 11th subcategory, the original item “ 60k t/a or above non-phosgene polycarbonate facility” is removed. Meanwhile, nylon 11, nylon 1414 and nylon 46 are also removed from the examples of novel polyamides whose development and production are encouraged.

5. Attention is paid to VOC Emission and Other Environmental Requirements

In the 7th subcategory under the 11th industry category of petrochemicals in the encouraged category, in addition to the original requirements of environment-friendliness and resource conservation, the requirement of “low VOC level” is for the first time imposed on coating products such as water-based wood , industrial, marine, high-solids, solvent-free, radiation-curable, functional external wall insulation coatings. In the 55th subcategory under the 14th industry category of machinery in the encouraged category, VOC adsorption and recovery devices and VOC incinerators are for the first time added to the “air pollution control devices”. Under the 38th industry category of environmental protection and comprehensive utilization of resources in the encouraged category, the 46th subcategory is newly added, which focuses on VOC reduction, recycling, end-of-pipe treatment and detection technologies.

6. Resources and materials Recycling is encouraged

9 new subcategories, which focuses on projects and technologies related to recycling, are added to the 38th industry category of environmental protection and comprehensive utilization of resources in the encouraged category. They are electric vehicle traction batteries recycling technology, waste wood material recycling project, construction waste recycling project, waste classification technology and equipment, third-party treatment of environmental pollution, VOC reduction, recycling, end-of-pipe treatment and detection technologies, waste sulfuric acid cracking and recycling technologies, industrial byproduct salt recycling, integrated technologies for green and efficient extraction of ionic rare earth ores.

Contents of the subcategories related to polyurethane that remain unchanged include:

(1). Development and application of production technologies for 10k t/a aliphatic isocyanate facility are still encouraged.

(2) 150k t/a or above PO projects using direct oxidation proccess and 200k t/a or above PO projects using cooxidation process are still encouraged. PO projects using chlorohydrination process are still restricted.

(3). The items of “refrigerators, freezers and automobile air conditioners using CFCs as the refrigerants and blowing agents, and production lines of industrial and commercial cold storage and refrigeration facilities” and “production of polyurethane, polyethylene and polystyrene foam using CFCs as the blowing agent” remain in the phase-out category.

Amendments are as follows:

(1). In the encouraged category, the original item “development and production of thermoplastic polyurethanes” is changed to “development and production of silicone modified thermoplastic polyurethanes”. This means that non-modified TPUs are no longer encouraged.

(2). In the encouraged category, the new item of “development and manufacture of air conditioners in which HCFC-22 or R22 is replaced by new refrigerants, manufacture of home appliances in which HCFC-141b is replaced by new blowing agent, and manufacture and application of rigid polyurethane foams in which HCFC-141b is replaced by new blowing agent” is added.

(3). In the restricted category, the item “building of production lines of polyurethane foam and continuous extrusion XPS that use blowing agent containing HCFCs” is revised to “building of production lines of polyurethane foam for controlled use that use refrigerant, blowing agent, extinguishant, solvent, detergent and processing agent containing HCFCs, and those of continuous extrusion XPS and refrigerators, freezers, automotive air conditioners, industrial and commercial cold storage and refrigeration facilities”.

(4). In the phase-out category, the original item “all products containing HCFCs” is revised to “all products containing HCFCs (those using HCFCs as chemical raw materials and not sold are excluded)”.
